The McKinney-Vento Homeless Assistance Act (P.L. 100-77) was the first legislation passed to address the nation's homeless populations, inclusive of a working definition for purposes of policy, program development, and assistance. The McKinney-Vento Act definition of a homeless individual was broadened as part of the Helping Families Save Their Homes Act of 2009 (P.L. 111-22).  To date, there is no one definition of homelessness.  Several federal agencies serve homeless populations.

A review of available programs as of the date of this report are provided.
