Coordinator at the Arizona Coalition to End Homelessness, is a Housing First advocate. Is the claim that veteran homelessness has come to an end untrue? The coordinator notes that in a transient population, people will always be coming in and out. She stated: “We like to say we’ve reached a point of functional zero, much like ‘full employment’ means four per cent are unemployed.”
